BGM Resolutions Part 3: Shadow Cabinet and Policy Development

GPC LogoAlrighty part 3 (of 5 parts regarding Governance Resolutions), Governance Resolutions: Shadow Cabinet and Policy Development. If you missed them check out part 1 (Council Structure and Obligations) and 2 (General Meeting and Party Procedure). Again you can find the current GPC constitution here and please make sure to read through each of the resolutions.  Here we go:

Resolution code Resolution title and my thoughts on the resolution
G10-c04 Clarifying the Role of the Shadow Cabinet
This motion puts the policy wonks on Shadow Cabinet in charge of developing our election platform. This is a bad idea. I'm all for Shadow Cabinet developing policies but when it comes to an election document, let communication staff put it together. Our election platform is more than a set of policies it is a marketing document.
G10-c07 Improving the Policy Development Process
Gets rid of the second mail in vote on policy. This will save the party much needed resources. I'm all for it.
G10-c08 Clarifying the Definition of Policy Motions
This makes a small change to the definition of Policy in our constitution. It would clarify the definition of policy so that we can pursue ongoing, online policy development. I like it.
G10-d03 Clarifying timelines for notices of amendments
There's some duplication and inconsistency in our constitution and bylaws regarding the timelines for resolutions. This removes the consistency but unfortunately keeps the duplication. I'm for it although at some point we should go through and remove duplicates.
G10-d04 Living Policy Wiki
See G10-d08.
G10-d06 A Continuous Policy Development Process
See G10-d08.
G10-d07 Updating GPC Policy
This sets up a committee to get rid of outdated, redundant, contradictory policies as well as those policies that fall outside of federal jurisdiction. Sounds like a good idea.
G10-d08 A Continuous Policy Development Process
Earthquake. Whoa. OK back to resolutions, G10-d04, 06, 07 all address our need for policy development and member involvement in policy development between general meetings. I think we need a to have a system in place. I think we need to leverage the internet to do so. I'm not sure which of these motions will get us the best solution.
